As of right now, none of the other manufactors import there 250 sportbikes. Kawasaki is the only one importing a 250 size sportbike.
As for what the other answerer says, I personally, hardly consider a 600 cc sportbike an “entry level” machine. They are the largest selling class bar none for one reason-best power to weight ratio, bar none. They are fully capable of 0-60 in about 3 or less seconds and upwards of 160 mph. The 250 ninja is capable of sustained travel at 90mph all day long, and has a top speed on the pre08 models of about 110 mph (eventually) and the 08 &09 models of about 100-105 mph (they slightly detuned the topend in the new models to give it more low end and mid range).

Yamaha makes the 125R (not available in USA) but no 250R.
If you wanted to make a comparison to the 250R it would be the FZ6R which blows the 250R out of the water all around as a beginner bike
