    There is no law that requires a license or learner’s permit to own a vehicle. The law requires a license (or permit) to operate a vehicle on the public roadways.

    You may need to list a licensed driver on your insurance, but you can buy and register a vehicle without a license.

    You can own a vehicle with out the intention of driving it on the road ways. Like a motor home parked on your land some where, or a truck that stays on your farm. Or a motorcycle for your collection.
