I’d first check the power steering fluid level….also look at your front tires for tire wear especially on each side of the treads! You might even need brake pads and rotors. Check them now before things get more expensive!
The whining noise is probably your power steering getting ready to go out. Check to make sure there is enough power steering fluid.
When you accelerate and the car shakes it sounds like the front end/tires are out of alignment. When you push the brakes to slow down and getting the vibrating noise is also connected to the wheel balance. IMHO it sounds like you need new brakes on the front unless, you have ABS and then I would change all four. At the same time I would have the mechanic/brake shop to pull the brake rotators off and have them grounded to make sure they are flat. Hope this helps.
